Training Workshop on Auditing Institutional Framework for Fighting Corruption

In January 2017, fifteen SAIs from the CREFIAF Region confirmed a willingness to cooperate with IDI in the SAI Fighting Corruption Programme. From the 5th to 16th of March in Cotonou, Benin, 40 participants from these SAIs were trained in Auditing Robustness of Institutional Frameworks for Fighting Corruption. This training was part of the first component of the programme. The objective was to provide participants with the knowledge and skills needed in order to effectively take part in the Cooperative Audit on Institutional Frameworks for Fighting Corruption which is scheduled to start right after the training. This workshop helped participants build an understanding of corruption concepts, anticorruption approaches, role of SAIs in fighting corruption, and performance audit model that they will use to evaluate how strong, effective and efficient are systems in place to prevent corruption in the public sector at the whole of government level, as well as in more specific sectors like health and education.

The workshop was hosted by SAI Benin and benefited from the facilitation skills of 6 Resource Persons coming from Burundi, Cameroun Djibouti and Benin. The 40 Participants were from the following SAIs: Benin, Burkina Faso, Burundi, Cameroon, Comoros, Democratic Republic of Congo, Djibouti, Gabon, Guinea, Ivory Coast, Madagascar, Mali, Niger, Sao Tome and Principe, and Togo.

After receiving the training, SAI teams are selecting their respective audit topics for approval by their top management. These topics will form the basis for the development of an audit plan for each SAI, with the support of Mentors. Those audit plans will be reviewed during another meeting with participating SAIs in next September.
