The Ministry of Foreign Affairs of Iceland generously supports the programme financially with 300?000 USD that will enable these SAIs to operate more strategically and have effective long-term capacity development programmes.
Nine SAIs in Africa are partners in the programme. These are the SAIs in the Democratic Republic of the Congo, Madagascar, Guinea, Togo and Niger (French-speaking, CREFIAF members), and Eritrea, Zimbabwe, Sierra Leone and Gambia (English speaking, AFROSAI-E members).
The nine SAIs have been selected by the INTOSAI-Donor Steering Committee to be a part of the Global Call for Proposals Tier 2. The Global Call for Proposals matches SAI capacity development proposals with donor or INTOSAI funding. It aims to empower SAIs in developing countries to drive forward their capacity and performance by ensuring proposals for capacity development are SAI-led and aligned with the SAI’s strategic plans.
The Global Call for Proposal Tier 2 is a call for more effective action by the INTOSAI and Donor community to address the particular needs of challenged SAIs. As a response to this, AFROSAI-E, CREFIAF and IDI have established a joint programme for supporting the SAIs: the “Accelerated Peer-Support Partnership programme” or “Partenariat Accéléré pour l'Appui des Pairs” in French (PAP-APP). The name highlights the use of peers as advisors and the partnership approach of the programme. “Accelerated” points to the more intensive and scaled-up support planned.
“We in IDI are grateful to MFA Iceland for the grant. It enables us to provide more tailored support to each of the SAIs, which is critical for success in challenging countries,” says IDI Director General Mr Einar Gørrissen.
“The Ministry of Foreign Affairs of Iceland is pleased to have re-committed with IDI for the important PAP-APP programme, for a three-year commitment, that aims to empower and support the work of SAIs,” says Sara Ögmundsdóttir, senior Advisor in MFA Iceland.
The PAP-APP programme’s overall objective is to empower Supreme Audit Institutions (SAIs) in politically unstable and challenging environments to enhance their capacity and to improve their performance, to be able to make a difference to the lives of the citizens in their countries. This means:
- Strengthening the accountability, transparency and integrity of government and public sector entities
- Demonstrating ongoing relevance to citizens, Parliament and other stakeholders
- Being a model organization through leading by example
The Programme is planned for two phases:
- Phase 1 of two years to assist the SAIs to clarify strategic priorities and operational plans and establish long-term project proposals.
- Phase 2 of several years with support to the implementation of project proposals developed in Phase 1.
The expected results for Phase 1 in 2018-19 are planned as follows:
- Strengthened SAIs strategic management
- SAIs have sufficient, effective and coordinated external support
- SAIs lead by example in the areas of gender, inclusion and diversity
The total budget for the programme for 2018 to 2020 is 13,1 mill NOK (1,4 mill Euros). In addition to the contribution of MFA Iceland, funding for the programme is provided by the Austrian Development Association (ADA), IDI basket funds and in-kind support of CREFIAF, AFROSAI-E and selected SAIs.
