In the autumn of 2021, eight SAIs (Albania, Aruba, Kosovo, Mauritius, Montenegro, Namibia, St. Lucia and Zambia) commenced their participation in the Strategy, Performance Measurement and Reporting (SPMR) initiative. They began by focusing on assessing their current situation by applying the SAI Performance Measurement Framework (SAI PMF) methodology, gathering the views and expectations of their key stakeholders, and assessing the SAI’s role, strengths and weaknesses in relation to gender equality.
This intensive groundwork was necessary to facilitate the crucial stage of initiating a strategic planning process. Hence, between February 14th and 18th the teams took part in the SPMR Strategic Planning eLearning course. The course exposed participants to key concepts, such as strategic management and SAI performance, and acquainted them with the SPMR methodology and a step-by-step process for crafting a realistic and needs-based strategic plan. A major focus was the development of a draft results framework that lies at the heart of any high-quality strategic plan. Other important elements covered were prioritization, performance measurement, risk management and communication related to the strategic plan.
Upon completion of the workshop, teams began working on their draft strategic plans, all of which are scheduled for finalization by the end of 2022. A dedicated team of regional resource persons from the SAIs of Bhutan, Serbia, Guam, Ghana, Indonesia, Pakistan and Norway are guiding each team.
To further support strategic management, SPMR Round 2 will also cover workshops on operational planning, monitoring and implementation throughout the rest of the year.
