Implementation of the “SAI in the Fight against Corruption” Initiative in OLACEFS, Alignment Component with INTOSAI P-130

With the collaboration of the Court of Accounts of the Republic of El Salvador, during the week of November 17-22, the Evaluation Report and Action Plan Review Meeting was held. This meeting is part of the Component of Alignment with the INTOSAI P-130 standard (previously called ISSAI 30). The objective of the meeting was to review the products derived from the field work of 11 SAIs from OLACEFS, from Argentina, Chile, Costa Rica, Ecuador, El Salvador, Guatemala, Honduras, Mexico, Panama, Paraguay and Peru (it was not possible to have the participation of our colleagues from Bolivia).

This exercise was strongly supported in a peer review methodology and in the contribution and accompaniment of mentors from Chile, El Salvador, Peru and Uruguay. This allowed progress in the revision of the logic and coherence between the component's documents (Report of Alignment Evaluation with INTOSAI P-130, Action Plan for Alignment with INTOSAI P-130 and Final Report) as well as in the quality assurance. It is expected that by the end of 2019, most of the teams will be able to complete the pending products.

Implementación de la Iniciativa «EFS en Lucha contra la Corrupción» en OLACEFS, Componente de Alineamiento con la norma INTOSAI P-130.

Con la colaboración de la Corte de Cuentas de la República de El Salvador, durante la semana del 17 al 22 de noviembre, se llevó adelante la Reunión de Revisión del Informe de Evaluación y Plan de Acción. Esta reunión forma parte del Componente de Alineamiento con la norma INTOSAI P-130 (previamente denominada ISSAI 30) y tuvo por objetivo revisar los productos derivados del trabajo de campo de 11 EFSs de OLACEFS, de Argentina, Chile, Costa Rica, Ecuador, El Salvador, Guatemala, Honduras, México, Panamá, Paraguay y Perú (razones de fuerza mayor impidieron la participación de los colegas de Bolivia).

Este ejercicio estuvo fuertemente apoyado en la revisión entre pares y en el aporte y acompañamiento de los mentores de Chile, El Salvador, Perú y Uruguay. Ello permitió avanzar en la revisión de la lógica y coherencia entre los documentos propios del componente (Informe de Evaluación del Alineamiento con la INTOSAI P-130, Plan de Acción para el Alineamiento con la INTOSAI P-130 e Informe Final) así como en el aseguramiento de la calidad. Se espera que hacia fin de 2019 la mayoría de los equipos puedan culminar con los productos pendientes.

Un especial agradecimiento a la Presidenta de la Corte de Cuentas de la República de El Salvador, Doña Carmen Elena Rivas Landaverde, quien tomó el desafío de co-organizar este evento en un muy corto plazo.
