The Supreme Audit Institutions Measurement Framework (SAI PMF) is a comprehensive, evidence-based assessment tool that examines the performance of Supreme Audit Institutions (SAIs) in carrying out their mandate. The framework aspires to assess the contribution of SAIs towards strengthened accountability, transparency and integrity in the public sector in line with the objectives of ISSAI 12 The Value and Benefits of Supreme Audit Institutions – making a difference to the lives of citizens. An assessment of performance using the SAI PMF enables SAIs to identify their strengths and weaknesses at the institutional, organisational and professional level. The assessment results can be used by SAIs to formulate strategic and capacity development interventions aimed at addressing the identified gaps. Through improved performance, SAIs can demonstrate their ongoing relevance to citizens and other stakeholders.

A two-day SAI PMF training was conducted for staff from the African Development Bank (AfDB). The training organized by the Bank took place from 23 to 24 September 2019 in Johannesburg, South Africa. The AfDB is responsible for conducting various assignments in support to the bank regional member countries financial management systems. The assignments include Supreme Audit Institution's capacity assessments. The diagnostics help to identify prevailing weaknesses with a view to assist member countries to address the weaknesses, as well as to improve aid effectiveness through increased use of existing country financial management systems.

The objective of the SAI PMF training was, therefore, to update the Financial Management Specialists of the AfDB on the SAI PMF and its application to develop public auditing systems in Africa. The Bank has expressed its intentions to support the application of SAI PMF for SAIs in Africa and also to use the results of the assessments for diagnostic purposes. The training was attended by 25 Financial Management Specialists from across Africa.
