Enhancing eLearning Capacity Programme

The Blended Learning Specialist Certification Programme is a part of IDI’s enhancing eLearning Capacity Programme. In its current strategic plan, ASOSAI intends to pilot blended learning programme for its member SAIs. Such a programme would require resource persons trained in both eLearning and face-to-face facilitation.


The IDI has created a pool of eLearning Specialists in the ASOSAI through IDI-ASOSAI Programme on eLearning Specialists Certification. The certification programme for Blended Learning Specialists was the next component in supporting ASOSAI in its capacity development programmes and create a pool of Blended Learning Specialists.


In this regard, the IDI and ASOSAI conducted a three-week workshop in Bangkok, Thailand from 9-27 October. 34 eLearning Specialists from 11 SAIs participated in the workshop. This programme will certify participants based on competencies. The workshop included seven modules covering all phases of Systematic Approach to Training (SAT). It also included one specific module, i.e. About blended learning, which was introduced to participants before facilitating sessions on SAT. This particular module included key elements viz; Blended learning for SAI Performance, Becoming Blended Learning Specialist, and IDI learning methodology and principles. This session provided an opportunity for participants to learn; ‘what it takes to become a Blended Learning Specialists’.


In the first week, the participants learnt how to analyse the learning needs leading to designing a course, while the second week covered development and delivery of course, which included a practicum on session design and development. The participants were trained on how to co-facilitate a session in the third week. The last phase of SAT, which is conducting evaluation was also covered in the third week of the workshop. Towards end of the workshop, the delivery skills of participants were evaluated in which each participant developed and delivered a 30 minutes’ session on different topics.
