SAI Leadership and Stakeholder Meeting for Cooperative Audit on Sustainable Public Procurement Using Data Analytics (CASP)

This SAI Leadership and Stakeholder meeting which was held in Lima, Peru is part of the implementation of IDI and OLACEFS joint initiative on Cooperative Audit on Sustainable Public Procurement using data analytics (CASP). The fourteen SAIs that participated in the initiative met on the 2nd and 3rd of March included Argentina, Belize, Bolivia, Chile, Colombia, Costa Rica, Dominican Republic, Ecuador, El Salvador, Guatemala, Honduras, Mexico, Paraguay and Peru.

Among the objectives of the meeting were: raising awareness on how to audit SDG´s implementation; providing a platform for discussing and sharing knowledge among SAIs and stakeholders about the audit; creating an opportunity to reflect about the CASP commitments and its implementation. The meeting was structured around the subject matter of sustainable public procurement, the principles of IDI SDG Audit Model (ISAM), and the matters that CASP is expected to conclude on; coherence and integration of the policy for implementing the nationally agreed target, Leave No One Behind and inclusiveness, multi-stakeholder engagement, means of implementation of the nationally agreed targets, quality assurance and facilitating audit impact, and data analytics tools and techniques.

The SAI of Costa Rica is coordinating the cooperative audit. The AG from Costa Rica, who is also an IDI board member, inaugurated the meeting, together with the AG from SAI Peru (President of OLACEFS), Archana Shirsat (Deputy Director General of IDI) and a representative from SAI Chile (OLACEFS´ Secretariat).

Representatives of the General Secretariat and the INTOSAI presidency kindly sent videos congratulating IDI and OLACEFS for the initiative.

The AG´s from Bolivia, Honduras and the Dominican Republic also attended the meeting. Besides the AGs, representatives from 12 participants SAIs attended the meeting and the mentors who will be responsible to support the audit teams throughout the audit. In total, the meeting had around 50 participants.

IDI was represented by Archana Shirsat (Deputy Director General of IDI), Sebastián Gil (IDI manager for OLACEFS) and Maria Lúcia Lima (IDI manager for performance audit).

The meeting was also attended by experts and other external stakeholders, who shared knowledge and information about Sustainable Public Procurement. These were representatives from Peru Compras, Chile Compras, CAIA Ingeniería, Asociación Civil por la Igualdad y la Justicia (ACIJ) and Open Contracting Partnership.

Mentors and some experts are meeting to design and develop capacity development material to be used by the audit teams during CASP.
