OLACEFS
EBTPT: Redesign Meeting for the Capacity Building Module and the Course Design and Development Workshop

In 2010, the IDI and OLACEFS, launched a new round of the IDI Train the Trainer Programme to certify a group of 40 new Training Specialists in the OLACEFS region. This time, the programme was delivered through a blended approach of both virtual and classroom training. The first event of this programme was a three-week Redesign Meeting which was held in Costa Rica in February/March 2010. At this meeting, IDI staff and regional training specialists, met to design and develop the material of the first component of the programme, the 21-week Course Design and Development Workshop. This E-learning course will be delivered from July to December 2010.

PDMA Audit Planning Meeting – French group
Trans-regional Programme on Public Debt Management Audit (PDMA)
Date: 15 - 19 March
Venue: Senegal

After completing the 8-week e-learning course on audit of public debt management and developing audit plans through online collaboration, the participating teams gathered in March 2010 to get feedback from peers and subject matter experts on their draft audit plans. The approx. 90 participants from 31 SAIs have been divided in three groups for this purpose, according to language and geographical location. After this meeting, the teams initiated the audit execution part of the programme, which will last from April 2010 to February 2011.

ARABOSAI
Strategic Planning Workshop
Date: 24 - 31 March
Venue: Lebanon

Strategic planning teams from seven SAIs in ARABOSAI gathered in Lebanon for the Strategic Planning Workshop in March 2010. This workshop, which is a part of the IDI/ARABOSAI Strategic Planning Programme, introduced strategic planning concepts and trained the participating teams on how to implement a broad consultative strategic planning process. The teams later followed the same process with the aim of developing draft strategic plans for their own SAIs.

PASAI
Cooperative Performance Audit Reporting Meeting
Date: 8 - 15 April
Venue: Fiji

In 2009, the IDI cooperated with the region on the first cooperative performance audit on an environmental issue (solid waste management). The Asian Development Bank was also a partner in the programme. After the pilot study and audit planning meeting last year, the audit teams completed their field audits and preliminary data analysis by end February 2010 and sent their draft audit findings to the subject matter expert (SME) and the IDI. The IDI invited the teams, which completed the field assignment, to the audit report writing meeting in Fiji. This is the last component of the programme.

OLACEFS
Online Selection of participants for the Train the Trainer Programme
Date: 12 - 30 April
Venue: Online activity

OLACEFS has requested the IDI to train a new group of training specialists and preparations were done in 2009 to initiate this region’s third round of the modified Train the Trainer Programme (TTP) during 2010. The programme, which now includes a capacity building module and a “learning for impact” module, will be delivered as a blend of e-learning and classroom training. The first activity in the programme is the online selection of participants. The objective is to select 50 suitable candidates among those nominated by the SAIs. The candidates will be tested online on a number of parameters including demonstrated interest in training, managerial skills, personality traits, aptitude for working in international environments and basic presentation and facilitation skills.

AFROSAI-F
Planning Meeting for Audit Methodology Programme
Date: 3 - 4 May
Venue: Tunisia

In 2008-2009, the IDI conducted a Train of Trainers Programme (TTP) for French speaking sub-Saharan SAIs in Africa. The programme resulted in the graduation of 25 new Training Specialists and the design and delivery of an audit methodology course. The same audit methodology course designed as part of the TTP in 2010 will be further improved and delivered locally to selected SAIs in the region. The main objective is to strengthen the audit capacity of selected SAIs in French-speaking sub-Saharan Africa. Based on the results of a survey questionnaire, the following 4 SAIs were selected to take part: the SAI of Burkina Faso, the SAI of Burundi, the SAI of Congo Brazzaville and the SAI of the Democratic Republic of Congo. The first stage in the programme is a planning meeting to be attended by the heads of the 4 selected SAIs. The aim of the meeting is to agree on programme outcomes and process. It is also to gain the commitment from the Heads of the participating SAIs and receive their inputs, to better be able to customize the programme to their SAIs’ specific needs.

Planning Meeting for the Environmental Audit Programme
Date: 4 - 5 May
Venue: Norway

The IDI will cooperate with the INTOSAI Working Group on Environmental Audit (WGEA) to manage a Transregional Capacity Building Programme on Cooperative Environmental Audit. This approach is chosen to promote active knowledge sharing and to integrate learning with work. The objective of the programme is to build professional and organisational capacity in targeting SAIs to conduct performance audits of environmental issues through an audit within the area of forestry. The aim is to target 12 SAIs from three English-speaking INTOSAI regions, namely ASOSAI, AFROSAI-E and CAROSAI. At the Planning Meeting, representatives from the INTOSAI WGEA Secretariat, Subject Matter Experts as well as IDI staff will meet to agree on the key activities of the programme, as well as select the audit areas and its objectives.

AFROSAI-E
2nd Redesign Meeting for the Management Development Programme
Date: 10 - 14 May
Venue: South Africa

The IDI has agreed to cooperate with the AFROSAI-E region on the second round of a Management Development Programme (MDP). The target audience for this capacity building programme are different levels of SAI management. The first round of the programme took place last year for the Heads of SAIs and their Deputies. The aim of the 2nd Redesign Meeting is to finalize the structure and content of the MDP workshop for senior and operational managers. A group of end users’ representatives will meet with the core team in South Africa for one week. The workshops for middle level managers (level 2) and operational level managers (level 3) will be held in August and October respectively.

AFROSAI-F
Design Meeting for Audit Methodology Workshop
Date: 5 - 18 May
Venue: Tunisia

The next stage for this Programme is a design meeting for local audit methodology workshops. Four instructor teams will attend the meeting. Each team is responsible for designing a tailor made audit methodology course for one among the 4 selected SAIs. The audit methodology course designed as part of the Train the Trainers Programme will be the major common reference material for all four instructor teams. It will be further customised and include all relevant ISSAIs.

CAROSAI
Development Workshop for the Risk Based Approach (RBA) to Financial Audits Guidance
Date: 17 - 26 May
Venue: Saint Lucia

At the regional meeting held in Saint Lucia in February 2009, the Heads of SAIs in CAROSAI ranked risk based approach to audit (RBA) as their highest priority. It was agreed that the IDI in cooperation with CAROSAI would launch an RBA Programme which assist SAIs to implement professional standards, by developing and initiating a risk based approach to financial audits. The development workshop will consist of a team of regional financial auditors, one Subject Matter Expert (SME), IDI’s Programme Manager and Institutional Strengthening Manager working together over 8 days to develop a step-by-step guide using a risk-based approach for Financial Auditing. The guide will be aligned to INTOSAI standards and other best practices and will contain practical tools to facilitate implementation of a risk-based approach for financial audits.
