The IDI is a non-profit organisation that aims to enhance the institutional capacity of Supreme Audit Institutions in developing countries through needs-based, collaborative and sustainable development programmes in INTOSAI regions and groups of SAIs to meet the existing and emerging needs of stakeholders.

The IDI regards building the capacities of SAI staff as a fundamental and necessary ingredient for the attainment of increased transparency and greater accountability, which are globally accepted as vital to the achievement of good governance in the public sector. We believe that the SAIs can play an essential role in this task through their capacity of auditing at an effective level. The IDI’s mission is, therefore, to enhance the institutional capacities of the targeted SAIs through training, knowledge sharing and capacity building.

Within this scope of activity, the IDI works on a multilateral basis in cooperation with the training infrastructure in each of the seven INTOSAI regions, in order to deliver effective development programmes.

IDI in Norway was established on 25 May 1999 as a Foundation under Norwegian law, giving it organisational and economic independence.

The IDI Board is responsible for ensuring that the foundation is run in accordance with the resolutions and conditions laid down by the Norwegian Parliament. The Board consists of seven members, four from the Office of the Auditor General of Norway and three from other SAIs. The Chairman of the Norwegian Board of Auditors General acts as Chairman of the Board of IDI.

The IDI Board Members are:

  • Mr. Per Anders Engeseth, Director General, Office of the Auditor General of Norway, Deputy Chairman of the IDI Board
  • Ms. Tora Struve Jarlsby, Director General, Office of the Auditor General of Norway
  • Ms. Berit Mørk, Director General, Office of the Auditor General of Norway
  • Ms. Sheila Fraser, Auditor General, Office of the Auditor General of Canada
  • Mr. Gerrit de Jong, Member of the Netherlands Court of Audit, the Netherlands
  • Mr. Amyas Morse, Comptroller and Auditor General, National Audit Office, United Kingdom
The Secretary General of INTOSAI, Dr. Josef Moser (also President of the Austrian Court of Audit), and the Chairman of the INTOSAI Capacity Building Committee, Dr. Ahmed El Midaoui (also President of the Moroccan Court of Audit) are observers to the IDI Board.

The IDI Secretariat is responsible for implementing the decisions of the IDI Board. It consists of 14 employees, 10 out of which are directly employed by the IDI and 3 on secondment from other SAIs – 2 from the Office of the Comptroller and Auditor General of India and 1 from the Cour des Comptes of Tunisia. The Secretariat divides its work between administrative and programme-related tasks, and operates in 4 languages: English, French, Spanish and Arabic. The IDI Secretariat shares premises with the Office of the Auditor General of Norway in Oslo.

The IDI Advisory Committee, consisting of members representing INTOSAI’s regional groups and SAIs which have contributed substantially to IDI programmes and activities, is consulted on activity plans, reports and other issues the IDI Board may wish to raise. The Advisory Committee meets regularly on the eve of each INTOSAI congress.

Membership on the Committee is reviewed before each meeting on the basis of the following criteria :
  1. SAIs that are official representatives of INTOSAI.
  2. SAIs that are official representatives of INTOSAI regional groups and SAIs in charge of regional training and institutional strengthening functions.
  3. SAIs of donor countries (i.e. those that currently contribute monetarily to the IDI’s central and/or restricted funds) and
  4. SAIs that are members of the IDI Board and the SAI responsible for the International Journal of Government Auditing.
